How do you add a rating - number of stars?

I wanted to rate the Indian Stuffed chicken breasts, but can't figure out where you select the number of stars for a post. And can anyone rate a post - or is it only the original poster???

It is probably very obvious and staring right at me, but I just can't figure it out.

Go to the very bottom left corner of the page and there is a pulldown menu for "rate this topic".
